RTL Group are seeking a professionally qualified Structural Examiner (STE5) with a strong background in Buildings surveying and experience of undertaking STE5 duties.

The Role

The OPI examiner will be responsible for carrying out visual and detailed inspections on OPI (Operational property inspections) infrastructure including but not limited to fabric and M&E assets within station buildings, Signal boxes, lineside buildings, and depots. The examiner will report directly to the Works manager and ensure inspections are completed to a high standard and within timescale. The examiner will be expected to conduct all site activities (examinations) with the support and management of the Works manager, giving daily progress reports and have a good working understanding of how to carry out OPI inspections in accordance with NR Standards.

* Reconnaissance Visit. A Reconnaissance Visit is undertaken to provide an overview of either a new site or recently installed elements and to populate Network Rail’s asset management database based on block locations identified on site, together with any changes to any existing assets. Refer to NR/L3/CIV/006/3B.

* Visual Examination. The high-level purpose of Visual examination is to establish the condition of all elements and compare with previous examinations without the need for intrusive works or specialist access requirements. Refer to NR/L3/CIV/006/3C. A visual examination will apply to assets listed in Table 1.

* Detailed Examination. A Detailed Examination is undertaken to inspect all elements within touching distance to establish current condition, compare with previous examinations and produce recommendations for the continual safe operation of the asset. Intrusive works and specialist access arrangements are likely to be required in order that all elements can be fully inspected. Refer to NR/L3/CIV/006/3D. A Detailed Examination will apply to assets listed in Section 2 of NR/L3/CIV/006/3A.

* Additional Examination. A bespoke examination instructed by Network Rail, usually for high-risk structures with significant defects that require monitoring. Refer to NR/L3/CIV/006/3F.

Responsibilities:

* Carry out visual and detailed OPI Inspections on Railway Stations, signal boxes, lineside buildings, and Depots to NR standards

* Conduct yourself on site in a courteous and obliging manor with clients and members of the public.

* Be proactive in planning your day / week ensuring any access arrangements are arranged to carry out the inspections.

* Report and escalate any issues or lost time to your line manager as needed. The project team will be on hand for tasks that require more than one person.  Ideally have experience with OPAS, Atrium, and SDE data inputting  Be punctual and reliable.

Experience Required:

* Have at least 2 years' experience in carrying out visual and detailed OPI Inspections to NR standards ideally carry a valid STE5 competency or experience in buildings examination.  Good understanding of materials/defects and risk scoring.

* Have a good working knowledge of rail environment. Preferably with PTS but not essential as training can be arranged.

* Be highly computer literate with a view to learning existing and new software.

* A full UK driving licence is essential.

* Have good written and verbal communication skills.

* Have strong problem-solving skills.

* Have excellent time management skills and be punctual when arriving and leaving site.

* Have solid organisational skills including attention to detail and multi-tasking skills.

Be able to plan for issues such as site access.

* Be methodical when examining assets ensuring nothing is "missed" thus minimising site revisits.

* Be motivated by challenges.

* Feel confident problem solving and discussing problems with line managers.

* Be prepared to work at night and weekends as required to deliver essential works.
